Heartland Lakes Development Commision (HLDC) is a non-profit organization focusing on industry retention, downtown redevelopment, housing, daycare, small business development, business recruitment and workforce issues for Hubbard County. HLDC is accountable for delivering tangible, measurable results in economic development, by delivering our mission, vision, and values with integrity.
